About six people die on the roads of Kazakhstan every day. In 2025, more than 36,000 road accidents were registered, more than 2,300 dead, and more than 51,000 injured. In 85-87% of cases, the driver was found to be the culprit. According to the United Nations Economic Commission for Europe, the country is one of the three world leaders in road traffic deaths per million inhabitants.
These figures are usually attributed to indiscipline. But over the past half century, a body of scientific research has accumulated that points to a more accurate and at the same time measurable reason — the lack of a specific cognitive skill that the current learning system does not form or test. The skill is called hazard perception. And, what is important for this site, its evaluation and training is largely a task for developers.
A skill that is not in the exam
The driver's license exam tests two things: knowledge of the rules and basic driving skills. He does not test the third one — the ability to see in advance how a dangerous situation is just beginning to develop.
The difference is not speculative. Young drivers know traffic regulations as well as experienced ones, but they get into accidents 2-3 times more often. Studies with eye movement registration show what's the matter: an experienced driver recognizes an evolving threat 4-6 seconds before it resolves, a beginner — 1-2 seconds or does not recognize it at all. These few seconds are enough to slow down or change the trajectory before the collision.
Hazard perception is the ability to detect situations on the road in a timely manner that require a change in speed or direction of movement, and respond to them before a collision occurs. The skill is divided into four components: scanning the traffic situation, recognizing potential threats, predicting the development of the situation, making decisions and reacting.
The only skill statistically related to accidents
According to the classical definition by Horswill and McKenna (2004), hazard perception is the only driving skill that statistically significantly correlates with the risk of an accident in a variety of independent studies.
The origins of the trend go back to the 1970s: Pelz and Krupat (1974) showed that drivers with and without a history of accidents react differently to potentially dangerous stimuli. In the 1990s, McKenna and Crick standardized the video test procedure, which became the gold standard. In 2002, the UK was the first in the world to make the HP test a mandatory part of the theoretical exam. Australia followed in 2007-2008, the Netherlands, Ireland and the Czech Republic later.
The evidence base currently covers all levels of the evidence—based science pyramid, from national programmatic effects to randomized controlled trials and meta-analyses. Key results:
| Indicator | Which means | A source |
| −11,3% | Reduction of serious accidents in the first year of driving after the introduction of the HP test in the UK (sample of ~700,000 drivers) | Wells et al., 2008, TRL / UK DfT |
| g = 0,78 | Effect size (large) of HP driver training based on a meta-analysis of 57 studies | Goh et al., 2024, Accident Analysis & Prevention |
| −23,7% | Reduction of accident rates among young male drivers who completed RAPT training 12 months after obtaining their license (RCT, n = 5,251) | Thomas et al., 2016, NHTSA |
| +25% | The excess risk of an accident among those who failed the HP test on the first attempt (n = 33 105 + 5 862 prospective) | Horswill, Hill, Wetton, 2015 |
| ~£89.5 million | Annual UK savings from averted accidents thanks to HP test | Horswill, 2016 |
Another revealing study is Drummond (2000): Among ~100,000 probation drivers, those who scored low on the HP test were twice as likely to have a fatal or serious accident in their first year of driving.
Publications on the topic are published in the journals of the first quartile — Accident Analysis & Prevention, Transportation Research Part F, Human Factors. HP's connection to real-world accidents has been confirmed in samples totaling more than a million drivers.
Why is this an engineering task?
For the technology community, it's not the statistics themselves that are more interesting here, but the fact that hazard perception as a methodology is a set of software and engineering tasks. There are at least four of them.
The first is a software test. The classic HP test is a series of video clips from the driver's first-person perspective; the subject captures the moment when danger is detected by tapping. It is a web or mobile application with accurate timing, reaction time logging, and a valid scoring system. It is simple in architecture, but requires a psychometrically correct assessment model.
The second is the transition from response-time to hazard prediction. Modern methodology (Crundall research line) abandons the measurement of reaction time to an apparent danger in favor of the occlusion format: the video ends at a critical point, and the driver must predict what will happen next. Ventsislavova et al. (2019), comparing tests in the UK, Spain and China, showed that this format is more resistant to cultural differences and more accurately divides drivers by experience level. For a developer, this is already a meaningful design task: where to set the breakpoint, how to formalize the response space, and how to calculate the discriminative ability of a test.
The third is simulators and VR. The video format has a fundamental limitation: the subject is deprived of the freedom of gaze and cannot actively scan the scene. Vlakveld (SWOV) has developed SimRAPT, a simulation training with the effect of living in a virtual near—crash situation, and RCTs have confirmed its effect. VR headsets are being developed to train the anticipation of latent hazards. The hybrid format "video scenario + 3D simulator on Unity" is methodologically modern; a critical requirement is correct psychometric validation, otherwise it is just a game, not a measuring tool.
The fourth is the interface with ADAS and ML. A systematic review by Cao et al. (2022), summarizing a 50-year history of research, highlights among the main open questions the behavior of hazard perception in the era of partially automated cars. How does the driver's attention change when using lane-keeping, adaptive cruise control, or emergency braking? Here, HP metrics potentially become part of the architecture of intelligent systems — driver state monitoring, linking to ML models of the road scene, digital counterparts of transport behavior. This area is directly related to the research of intelligent transport management systems.
A separate task is the national library of video scripts. Direct borrowing of the British test is suboptimal: the types of conflicts and characteristic dangers in Kazakhstan differ (departure due to standing vehicles at unregulated intersections, pedestrian behavior in mixed-use buildings, the specifics of rural roads). The creation and markup of such a library is a separate product at the intersection of video production and computer vision.
Kazakhstan gap
A search in Scopus and the Web of Science for "hazard perception" combined with "Kazakhstan" returns less than five papers. HP-test is not included in the licensing system in any CIS country. The closest documented Kazakhstani scientific group is the Toraighyrov University team (Baltabekova and co—authors), which is developing an interactive car simulator.
This is a rare situation for a researcher: a mature international methodological base with an almost empty national scientific field. The first Kazakh publication in this field is highly likely to become a national pioneer.
It is useful to compare the order of values. According to open sources, more than 30 billion tenge was invested in automatic photo and video recording systems (primarily Sergek) in 2017-2025; 90-130+ billion tenge of fines were collected. At the same time, the annual death toll remains stable in the range of 2,000—2,500 people, and the share of fatal accidents in the total number of accidents is about 11-12% throughout the entire period (MIND regression analysis, Maqsut Narikbayev University, 2025). The cameras solve their task of monitoring compliance with the rules in cities, but 48% of fatal accidents occur on country roads, beyond their coverage.
This is not an argument against cameras. International practice (Great Britain, Australia) is the parallel use of two tools: cameras discipline the behavior of existing drivers, hazard perception forms the cognitive profile of new drivers before they hit the road. They close different segments of the security system. According to expert estimates, a full-fledged HP program for Kazakhstan is about 0.5 billion tenge in one—time costs, which is comparable to the cost of several dozen cameras.
The regulatory context is favorable for this: road safety has been designated as a state priority, and a package of measures to digitalize driver training was approved back in December 2024.
An open question to the community
Hazard perception is a clear example of an area where engineering implementation outstrips its absence on the market: the methodology is described, the evidence base is assembled, and the technology stack (web/mobile, Unity, VR, ML) is fully accessible. What is missing is not technology, but a validated local product.
Therefore, a question for colleagues who work with computer vision, simulations, EdTech or transport analytics: which format do you consider more promising for Kazakhstani conditions — the classic video response time test, hazard prediction occlusion format or a hybrid "video + 3D simulator"? And separately, to those who made psychometrically loaded applications.: How would you approach validating such a test so that it would be a measuring tool rather than a simulator game?
