In his State of the Nation Address, the President of Kazakhstan emphasized the importance of training young, educated, and motivated professionals, setting a national goal to educate at least 100,000 tech specialists. In response to this directive, and as part of a government initiative by MDDIAI, the Tech Orda program was piloted at Astana Hub in 2021. It has since become a flagship initiative aimed at educating thousands of specialists annually with state support, providing up to 500,000 KZT per student in funding.
Tech Orda, implemented at Astana Hub under the leadership of MDDIAI, is focused on the development of human capital in the field of information and communication technologies. Every year, it reaches thousands of Kazakhstanis by offering access to tech courses tailored to meet the demands of the digital economy.
In 2025, 80 tech schools have been accredited to deliver 160 courses in fields such as web development, 3D design, AR/VR applications, operating systems development, cybersecurity, the Internet of Things (IoT), Big Data, mobile application development, and game development. The program spans a wide range of ICT disciplines, with a strong focus on areas such as Agile methodologies, product management, and artificial intelligence.
“The Tech Orda program has become a true social elevator for thousands of Kazakhstanis. We are seeing young people from all corners of the country, even those without prior training, acquire modern tech skills in a short time and secure jobs at top companies. Last year, we received over 35,000 applications, and for the first time we trained 100 citizens of Tajikistan and 1,000 educators as part of specialized cohorts. This reflects the program’s scalability and the trust it has earned. For many participants, Tech Orda was not just a chance to change careers, but a deliberate step toward contributing to the country’s digital transformation,” said Zhaslan Madiyev, Minister of Digital Development, Innovations and Aerospace Industry of Kazakhstan.
The program is already delivering consistent and measurable results. Between 2022 and 2023, a total of 6,251 students completed training at 91 tech schools. More than 40% of the institutions and 46% of the students came from regional areas of Kazakhstan, ensuring balanced development of tech education across the country. In 2024, 3,465 grants were allocated — 2,465 for the main cohort and 1,000 through specialized tracks for educators, including 300 school teachers and 700 university instructors. Students from the 2024 intake are currently finishing their programs and undergoing final testing at 72 tech schools.
To date, 88% of Tech Orda graduates have successfully entered the job market, with an average monthly salary of 505,000 KZT. Alumni are now employed at leading companies such as Kaspi.kz, Halyk Bank, KPMG, Ernst & Young, Tengizchevroil, KazMunayGas, Freedom Finance, Kcell, Air Astana, Kolesa Group, and many others.
