Which startups can become hub residents?
Any IT startup or digital company registered in Kazakhstan can become a resident of Mangystau Hub (and the entire Astana Hub network), regardless of the city or form of ownership. The key requirement is to operate in the IT and digital technology sector, developing or supporting an IT product, service, or platform. Prior experience is not required: startups at the idea stage as well as mature teams with an MVP or revenue are accepted.
How to become a hub resident: step by step
Register a legal entity in Kazakhstan (any region).
Submit an application on the Astana Hub website: registration.astanahub.com.
Complete the application form and attach documents: project description, business plan, or pitch deck.
Receive the decision of the committee and an electronic resident certificate.
Sign the residency agreement.
Get a personal manager and access to services, office space, and programs.
Living in Aktau or even in Kazakhstan is not required — residency is available remotely, including for regional teams.
Hub programs
The Startup Orda program is a modern incubator for teams at the idea or MVP stage. The program lasts two months and runs simultaneously in 16 regions of Kazakhstan, including Mangystau Hub (Aktau). During this time, participants receive training from leading experts, go through tracking, work with mentors, gain practical entrepreneurial skills, validate results at interim sessions, and reach the final demo day with a ready MVP or a tested idea. Graduates receive certificates of completion.
Hackathons, Digital Nomads events, and product development workshops are held on a regular basis.

Tax incentives: exemption from corporate income tax. Residency in Astana Hub also provides exemptions from corporate income tax, VAT, and individual income tax for employees, support in hiring foreign specialists, access to offices, accelerators, grants, and international markets, as well as free educational and networking programs.
