Olzhas Bektenov emphasized that digitalization and the implementation of artificial intelligence are national development priorities defined by the President of Kazakhstan.

“Head of State Kassym-Jomart Kemelevich Tokayev places special emphasis on the development of artificial intelligence and on transforming Kazakhstan into a fully digital nation within three years. Our citizens have great potential and every opportunity to create breakthrough projects. Our task, in turn, is to provide them with comprehensive support. The role of everyone is important in this work — representatives of business, the scientific community and government institutions,” the Prime Minister stressed.
Kazakhstan ranks 24th in the world for e-government development and 10th for online public services.
The Government is creating conditions for free and productive work for AI and IT specialists. Digital infrastructure is expanding, new educational centers are opening, and 20 universities now offer AI programs. Around 500,000 citizens are learning the basics of artificial intelligence through the AI Qyzmet, AI Sana, Tomorrow School and QazCoders programs.
A particularly significant milestone is the opening of Alem.ai — a key component of the digital infrastructure that will become a platform for research, advanced solution deployment and startup acceleration. Astana Hub plays an important role in the development of creative industries. Thanks to the accelerator in the form of a Venture Investment Fund, startups can apply for substantial financing and enter global markets. A strategy is being implemented to increase IT service exports to $1 billion by the end of this year. Leading global technology companies — the unicorns Playrix, Mytona, NetCracker and others — have already entered the Kazakh market, reflecting strong trust from international businesses and investors.
“The recently established Ministry of Artificial Intelligence and Digital Development is focused specifically on achieving the next technological leap. To this end, the legal framework will be improved and further support measures for AI and IT specialists will be introduced. The President’s initiatives to develop a national educational platform and establish a research AI university will give a major impetus to training qualified talent for the market of the future,” said Olzhas Bektenov.
The Prime Minister emphasized that the Government of Kazakhstan is fully open to cooperation and joint implementation of projects important for building a strong national economy. During Digital Bridge 2025, more than 30 memorandums on cooperation were signed. A Digital HQ under the Government is operating to quickly resolve issues faced by businesses and remove unnecessary barriers for all market participants.
In addition, the awards ceremony for the Digital Bridge Awards took place. Olzhas Bektenov presented awards to the best domestic IT projects and digital initiatives.
The Digital Bridge Awards 2025 laureates in the categories were:
Export Excellence – Grand Mobile, creators of a multiplayer open-world role-playing game where users build careers, interact and create their own economy, bringing the spirit of GTA to mobile devices. The mobile game has collected more than 60 million downloads worldwide.
AI Solution of the Year – Higgsfield AI, founders of an AI-based platform for generating video and animation from text prompts, listed among the Top 25 startups in the world by Google Next.
EdTech of the Year – CodiPlay, creators of an educational ecosystem for schools teaching programming and engineering thinking, reaching more than one million students across 13 countries.
GovTech Innovation – Documentolog Global Limited, developers of digital solutions for automating public administration processes, including electronic rulemaking and intelligent search systems.
Tech Media Excellence – founders of the largest Kazakhstani media outlet covering technology and startups, attracting more than 1.5 million unique monthly users.
Social Impact Project – 7Generation / KazDream IT Holding, creators of the LifeSignal service for determining a caller’s location during emergency calls, ensuring rapid response and citizen safety.
The Prime Minister also viewed the digital solutions exhibition, where domestic IT companies and startup founders presented their developments.
Products were showcased by IT companies including: Shai PRO — an ecosystem of intelligent AI-based products and solutions; Best Vision Technologies — an AI platform for identifying industrial risks and remotely managing production processes; Axellero — a platform for creating AI agents that automate routine tasks and increase business efficiency; Qalan — an online educational platform for schools and EdTech projects; Recado — AI-driven solutions for the oil and gas industry; and Jet — a sharing super app for short-term rental of vehicles and equipment.
Startup companies also presented their developments: Paidax — an investment platform for retail investors; PocketDot — the first magnetic Braille interface for visually impaired users; Defect AI — an AI system for automated detection of production defects; Protector AI — a video analytics system for detecting violence, bullying and conflicts in schools, kindergartens and social institutions; Esep AI — a system for analyzing energy consumption; Trust Exam — an AI platform for automating and monitoring online examinations; Biometric Vision — biometric identification and KYC technologies; and Mirai Tech — developers of intelligent monitoring and analytics systems based on sensor technologies, biomechanics and data.
