- Today we face an ambitious but absolutely achievable task – within three years, Kazakhstan must become a fully digital state. This is not just a goal – it is a strategic direction set by the Head of State. Obviously, the efforts of the professional community alone are not sufficient here. Partnership is important. Partnership between deputies, government bodies, and the industry itself. Therefore, we must continue to unite our efforts to build a Kazakhstan that will become a symbol of progress, technology, and new opportunities for everyone, - emphasized Erlan Koshanov.
The Speaker of the Mazhilis particularly noted that deputies, together with the IT community, have developed key laws for digital modernization – the Digital Code, “On Artificial Intelligence”, and others. These documents take into account the most modern global trends and establish concrete rules for the country’s digital future, taking into account the interests of the state, business, and citizens. Moreover, deputies continuously work on improving national legislation in digitalization and remain open to dialogue.
Erlan Koshanov also highlighted the fruitful cooperation achieved between deputies, government bodies, and the IT sector, which allows initiatives from the IT industry to be systematically and promptly translated from the language of developers into the language of concrete state decisions. As an example, he cited joint work on improving digital literacy of the population, which is being implemented across all regions with a special focus on the older generation and youth. Within this initiative, thousands of families across the country have already undergone training on using the “Social Wallet” service and improving skills for additional income generation online. In rural areas, district IT hubs are being opened with the participation of the industry. Currently, only in the North Kazakhstan region, 14 district IT hubs have been opened. This provides rural youth with access to an educational environment and opportunities to launch and develop startups locally. These are good examples of joint work that should only be expanded.
Vice Minister of Artificial Intelligence and Digital Development Bakhtiyar Mukhametkaliev noted that by the end of 2025, Kazakhstan’s IT services exports exceeded 1.1 billion US dollars, emphasizing the high potential for further growth of the industry. He also presented a number of proposals for the development of the digital economy, including the introduction of offtake contracts for digital solutions, elimination of tax barriers between different taxation regimes, development of public-private partnership mechanisms, and others.
Chairman of the Presidium of the “Atameken” National Chamber of Entrepreneurs Kanat Sharlapaev emphasized the need to strengthen the role of private IT business in the country’s digital transformation, introduce a system of independent assessment of digital competencies and international certification of IT specialists, and proposed launching a “Digital Package for SMEs” with ready-made digital services and support measures for the implementation of AI solutions for business.
In turn, CEO of Astana Hub Magzhan Madiyev presented the creation of the creative center “Amanat Hub”. This hub will become a nationwide platform for supporting creative ideas, vibe coders, and IT talent, aimed at engaging young citizens in shaping Kazakhstan’s digital future. Chairman of the Management Board of JSC “Kaspi.kz” Mikhail Lomtadze noted the importance of forming a national digital financial infrastructure and partnership between the banking sector and the state. CEO of “Freedom Telecom Operations” LLP Kairat Akhmetov raised the issue of modernizing the radio frequency spectrum management system to accelerate the implementation of 5G and IoT solutions. Founder of IT company “Innoforce” Khanat Nurekenov spoke about mechanisms for attracting private capital into Smart City projects and developing digital solutions for urban environments. Head of inDrive in Kazakhstan Aray Bekembaev addressed issues of platform employment and improving the regulation of digital platforms.
In addition, President of the Kazakhstan Association of IT Companies Aiymgul Abileva emphasized the need to form a balanced law enforcement practice and create favorable conditions for the development of IT entrepreneurship.
