The program is implemented with the support of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and provides partial or full coverage of tuition costs of up to 500,000 tenge per student.
Tech Orda is designed to expand access to high-quality IT education for citizens of Kazakhstan and support private educational initiatives. Within the program, students have the opportunity to study in-demand digital professions free of charge, while IT schools can scale their educational programs and train specialists aligned with market needs.
The selection mechanism for IT schools and the allocation of vouchers consists of three stages. At the first stage, private IT schools and training programs undergo accreditation by an independent commission. At the second stage, an algorithm determines the number of vouchers allocated to each course. The allocation process takes into account graduate employment rates, provides additional advantages for regional schools, and prioritizes key fields of study, including artificial intelligence, product management, and Agile. In the final stage, schools select students and distribute training vouchers. The start of applications for students will be announced separately.
To participate in the program, IT schools and IT companies must meet established qualification requirements confirming their professional activity in the ICT sector, organizational stability, and availability of necessary educational infrastructure. Key criteria include alignment with priority ICT areas, availability of developed educational programs, and absence of financial or legal restrictions for participation.
Special attention within Tech Orda is given to the quality of educational programs. Courses must focus on in-demand IT fields, include practical training, a system for assessing learning outcomes, and clearly defined graduate competencies. Training can be delivered in online, offline, or hybrid formats, provided that student engagement and attendance are properly monitored.
In 2025, 80 IT schools were accredited under the program, offering 160 courses in areas such as web development, 3D design, AR/VR development, cybersecurity, Big Data, Internet of Things (IoT), mobile application development, operating systems, and GameDev. Special priority was given to artificial intelligence, Agile, and product management. Interest in the program continues to grow: more than 34,000 applications were submitted last year alone. Over 36% of schools and 30% of students came from regional areas, highlighting the program’s role in expanding IT education beyond major cities.
The effectiveness of the program is confirmed by strong employment outcomes. The current employment rate of Tech Orda graduates is 90%, with an average salary of 612,000 tenge. Graduates work in major national and international companies as well as in the private sector, including Kaspi.kz, Halyk Bank, KPMG, Ernst & Young, Tengizchevroil, KazMunayGas, Freedom Finance, Kcell, Air Astana, and Kolesa Group.
