From an Idea to a GovTech contract: The Story of i-Cons and How not to Give up if You're not an IT Guy
Hello everyone My name is Serik Bitanov, and I am the founder of the startup i-Cons. Today I want to share my story — the path from an idea born outside the IT world to the successful implementation of our product in one of the departments of the city of Astana. I was faced with a gap between the idea and its technical implementation, and it seemed almost impossible to overcome it alone.
Everything has changed thanks to the ecosystem formed by Astana Hub. Here , the "barriers" to the free development of startups are gradually being erased. The key moment for us was the acceleration program from Astana JSC. Innovations" in 2024. It wasn't just a course of lectures. We were provided with the most valuable thing — a platform for piloting the product. The opportunity to test the MVP in real conditions and confirm the viability of our idea for urban needs has become crucial. We were able to prove that our product is really needed and works.
Today, I am proud to say that we have successfully signed a contract with one of the departments of the Astana Akimat. As part of the project, we are developing a web portal and integrating it with our i-Cons mobile application. Our solution ensures full transparency of processes, allows you to track the results and quality of work in real time, and also increases the loyalty of residents who see that budget funds are being spent efficiently. Our plans include scaling to other departments involved in the construction of infrastructure facilities, and then to other regions of Kazakhstan.

Все изменилось благодаря экосистеме, которую формирует Astana Hub. Здесь постепенно стираются "барьеры" для свободного развития стартапов. Ключевым моментом для нас стала программа акселерации от АО "Астана Innovations" в 2024 году. Это был не просто курс лекций. Нам предоставили самое ценное — площадку для пилотирования продукта. Возможность протестировать MVP в реальных условиях и подтвердить жизнеспособность нашей идеи для городских нужд стала решающей. Мы смогли доказать, что наш продукт действительно нужен и работает.
Сегодня я с гордостью могу сказать, что мы успешно заключили контракт с одним из управлений акимата Астаны. В рамках проекта мы разрабатываем веб-портал и интегрируем его с нашим мобильным приложением i-Cons. Наше решение обеспечивает полную прозрачность процессов, позволяет отслеживать результаты и качество работ в режиме реального времени, а также повышает лояльность жителей, которые видят, что бюджетные средства расходуются эффективно. В наших планах — масштабирование на другие управления, занимающиеся строительством инфраструктурных объектов, а затем и на другие регионы Казахстана.
