The partnership focuses on advancing technology entrepreneurship and expanding IT companies’ access to financial support instruments. The goal is to strengthen cooperation between participants of the Astana Hub ecosystem and Baiterek Holding’s subsidiaries, providing enhanced support for startups at every stage of development—from launch to international expansion.
“For us, this is a strategic partnership that strengthens the financial infrastructure supporting IT companies. Today, we see limited access to liquidity and financing as one of the key barriers to their growth. In response to this challenge, together with Baiterek Holding we are developing a new preferential lending instrument for startups, including the possibility of using equity stakes in a company as collateral without the need for tangible assets. The synergy between the Holding’s financial instruments and the capabilities of our ecosystem will expand access to funding, accelerate project scaling, and facilitate entry into global markets,” said Magzhan Madiyev, CEO of Astana Hub.
Key areas of cooperation include the launch of joint support programs, expanded access to bank financing through state-backed guarantee mechanisms, and the development of acceleration and investment initiatives. Particular emphasis will be placed on projects with export potential. The parties intend to jointly promote Kazakhstani IT solutions in foreign markets, including Central Asia, Southeast Asia, and other promising regions, while creating opportunities for technology companies to integrate into international supply chains.
Under the memorandum, Baiterek Holding will engage the instruments of its subsidiary organizations. The Export Credit Agency of Kazakhstan will provide export contract insurance, performance guarantees, and pre-export financing for export-oriented IT companies. The Damu Entrepreneurship Development Fund will offer guarantee support and interest rate subsidies for companies seeking bank financing. Qazaqstan Investment Corporation will provide investment support for technology projects. In addition, the parties are considering the establishment of a “single investment window” within the Holding for Astana Hub participants, ensuring end-to-end project support at all stages of implementation.
