The plan consists of 8 blocks and includes 100 key initiatives. It covers a wide range of digital economy priorities: organizational coordination of the Year, strategic and regulatory support, digitalization of human capital development under the AI-SANA initiative, and the transition of government bodies to the GovTech model. Special emphasis is placed on cybersecurity and digital infrastructure, sectoral digitalization, comprehensive digital development of cities and regions, and the formation of a new national economy.
The official opening of the Year will take place at the Alem.AI venue in March.
Strategic and Regulatory Framework
Within this block, the development of the “Digital Qazaqstan” Strategy is planned, along with the introduction of tax and regulatory incentives for domestic IT companies. It also предусматривает (envisages) the adoption and formal submission of at least 90% of key legislative initiatives in the areas of digitalization, AI, data, cybersecurity, telecommunications, and digital assets.
Human Capital Development
Under the AI-SANA initiative, large-scale expansion of AI education across all levels is planned — including schools, universities, as well as reskilling and upskilling programs for the adult population. At the secondary education level, initiatives such as Day of AI Qazaqstan and the launch of TUMO Centers are being developed. The programs are expected to reach at least 450,000 learners and educators across all levels of education and sectors.
In addition, this year will see the launch of the first phase of AI University and the expansion of the Tomorrow School of Artificial Intelligence across Kazakhstan’s regions to train AI specialists. A program for training digital leaders in the public and quasi-public sectors — “AI Governance 500” — is also being implemented. The AI Qyzmet program for civil servants will continue, alongside the launch of a new business-focused program, AI Corporate, which will train employees to delegate routine tasks to artificial intelligence.
GovTech: Digital Government Model
Within the transition to the GovTech model, the focus is on the digital workplace for civil servants, expansion of eGov capabilities (including eGov Business), development of services under the Social Wallet, and the implementation of AI solutions on the National AI Platform.
Planned outcomes include:
- coverage of at least 80% of civil servants with the Gov Workspace digital workplace, featuring a single sign-on across all key systems;
- provision of at least 50 public services using AI;
- migration of at least 30% of government information systems to the QazTech platform.
At the same time, internet access will be ensured on trains, airplanes, tourist locations, and border infrastructure facilities, including the deployment of advanced Direct-to-Cell satellite connectivity. As a result, the quality of digital public services for citizens and businesses is expected to improve by at least 75%.
Cybersecurity and Digital Infrastructure
This block includes strengthening cybersecurity measures and personal data protection: reinforcing the unified information security perimeter, conducting cybersecurity audits of government systems, eliminating vulnerabilities, implementing mandatory information protection tools, and other measures. The plan also предусматривает (prioritizes) the migration of government information systems to a new state data processing center.
Sectoral Digitalization
This block focuses on the implementation of digital solutions in key sectors of the economy. Measures include automation of dispatching and operational management processes, data digitization and Big Data formation, AI-driven analytics, creation of digital twins, deployment of IoT sensors and drones, and the introduction of proactive and digital tax administration models.
Planned outcomes include:
- implementation of AI across all key energy management systems with ensured cyber resilience of critical infrastructure;
- digitization of at least 90% of geological data within a unified digital geological environment;
- launch and operation of a fully digital end-to-end system for cross-border trade and logistics;
- AI-based monitoring of agricultural land and production, increasing yields by 10% and enabling a digital traceability system “from field to shelf”;
- implementation of at least 30% of construction projects using digital master plans and BIM modeling;
- integration of at least 30% of financial institutions into a unified digital public services ecosystem;
- development of digital platforms in the social and labor sector, ensuring at least 90% coverage of key processes in digital format.
Cities and Regions
One of the key blocks focuses on the comprehensive digital development of cities and regions. This year includes plans to build fiber-optic communication lines in rural areas, provide mobile internet coverage along highways, and expand 5G coverage across 20 cities.
Public service centers (PSCs) will be transformed into Digital Service Offices, with a strong emphasis on self-service zones. The Smart City project will be launched in Astana, alongside the expansion of IT hubs.
Expected outcomes include:
- access to high-speed internet for 99% of citizens;
- 100% 5G coverage in the 20 largest cities;
- annual growth of at least 15% in the urban livability index;
- transformation of at least 20 PSCs into digital service offices with self-service zones.
New Economy
Measures aimed at building a new economy include the development of the unmanned (drone) industry and low-altitude economy (with at least 5 pilot projects under experimental legal regimes), the launch of a regulated crypto industry and digital assets, state-backed mining initiatives, as well as the launch into orbit and export of domestically developed satellites.
