Astana Hub has officially launched MedHub HAQ, a non-profit infrastructure initiative designed to advance medical artificial intelligence across Kazakhstan and Central Asia.
The launch comes ahead of the entry into force of the Digital Code of the Republic of Kazakhstan on July 11, 2026, which introduces new requirements for handling personal data. MedHub HAQ provides the infrastructure for the secure use of de-identified medical data in the development, testing, and deployment of AI solutions in healthcare.
The project brings together healthcare organizations, universities, physicians, researchers, AI developers, and medtech startups. Participants will be able to work with de-identified datasets, conduct clinical validation of AI solutions, test AI models, and support projects through to implementation in clinical practice.
One of MedHub HAQ's key initiatives is an accelerator program for medtech startups. Participants will gain access to de-identified medical data, AI testing infrastructure, industry expertise, educational programs, and support for scaling their solutions. The program's first resident startups are e-Osmotr, Teri AI, and Neuro Guard, which develop solutions for digital medical examinations, dermatology diagnostics, and stroke detection.
During its first year, the MedHub HAQ team plans to build an ecosystem of more than 150 startups and launch approximately 100 pilot AI projects in partnership with healthcare organizations.

"Medical AI cannot be developed through algorithms alone. It requires high-quality data, physicians, data annotation, legally compliant processes, expert validation, and a clear pathway to implementation. MedHub HAQ was created to bring all of these elements together into a single operational ecosystem," said Togzhan Kozhaly, Founder of MedHub HAQ.
The project consists of six core components:

MedEx – a platform for exchanging de-identified clinical data for AI model training and testing;

MedLabel – a medical data annotation and labeling service involving domain experts;

MedVentures – a challenge-based accelerator for medtech startups;

MedAcademy – education and training programs in digital health and medical AI;

MedEvents – a platform for the professional community;

MedAdvisory – advisory services on medical AI, data governance, compliance, and implementation.
During the launch event, MedHub HAQ presented its approach to medical data management, its accelerator program, educational initiatives, and collaboration mechanisms with hospitals and universities. The first resident startups — e-Osmotr, Teri AI, and Neuro Guard — also demonstrated how the platform supports product scaling, regulatory navigation, and AI model training through MedEx.
Following the presentation, MedHub HAQ signed memoranda of cooperation with universities and healthcare organizations. These agreements will support the development of Kazakhstan's professional Health AI infrastructure, bringing together medical data, clinical expertise, scientific research, and technological innovation to create practical healthcare solutions.
