The purpose of this assignment is to develop a mobile application for the Mercy Corps Kyrgyzstan office, that will be used for promoting programmatic messaging and using it for community mobilization activities. By utilizing this application, Mercy Corps can register unique programmatic beneficiaries for avoiding double counting, use separate groups within the application for various thematic initiatives and ensure transparency and sustainability of all activities. Some of the features of this application must include: • Verifiable registration of program participants with tracking of received messages. • Registration must include different levels of uses that have different accesses. • An overall newsfeed to share program updates, upcoming events and trainings and other news. • Possibility to create thematic group that can be disaggregated by various criteria (by app administrators) • Sharing links, media files and embedding media content in the thematic groups (sharing by owner/administrator only) • Options for communicating, polling, voting within the application. • Web-based analytical dashboards for monitoring and evaluation purposes • Submitting Community Accountability Reporting Mechanisms (CARM) appeals to Mercy Corps

The firm will work to produce the following deliverables, in close collaboration with the Technology for Development team: 1. Feasibility study – a thorough analysis of the existing mobile solutions used for promoting social behavior messages or community mobilization, utilized in the region. 2. Project plan (XLS/PPT) – highlighting timing of key milestones and deliverables; order, duration and dependency of key activities; responsibility for each activity 3. Load testing – at the peak of the program implementation, MC anticipates more than 100 000 users would be using the application, which means that proper load testing to ensure proper operations must be conducted. 4. Documentation - code repository and documentation of all codes, with relevant instructions and detailed breakdown. 5. Maintenance requirements – a methodology and detailed instructions, workplans on how to maintain the developed mobile application in the coming months/years after completion of the assignment. 6. Technical training – a 5-day maintenance training, covering all steps of the mobile application updating, hosting, maintenance and transferring/building capacities. Location, venue and other details of the training can be provided in the methodology. 7. Manual and Standard operating procedures – detailed instructions on maintenance, updates and hosting for the designed mobile application, to be delivered upon completion of the services. The manual should be in two languages (English and Russian) and include a step-by-step instruction for all standard operating procedures
