Problem description

The current situation in the Republic of Kazakhstan To date: information about dangerous objects is scattered; the analysis is carried out after the fact; There is no accident simulation tool; Decisions are made based on reports rather than real-time data; it is impossible to quickly assess the impact of an accident on the public and infrastructure. Key systemic issues 1. Lack of forecasting The Committee learns about the risks after: incident , inspection complaint. 2. There is no single visual picture of the country's risks There is no answer to the questions: which objects are the most dangerous right now? where is a chain accident possible? what is the affected area in an accident? 3. Limited emergency planning tools In case of an accident, it is necessary to quickly determine: the radius of impact , evacuation zones , and the impact on populated areas. This is currently being done manually. 4. The increasing technological complexity of industry Modern production requires: digital monitoring of modeling processes of big data analysis. Consequence: increased risk of man-made emergencies , high burden on inspectors , and a reactive surveillance model.

Expected effect

State effect -reduction of man-made accidents - increased emergency preparedness - digitalization of industrial safety - increase the transparency of supervision. Operational effect Indicator Expected result -accident assessment time -60% -preparation of solutions -50% -on-site inspections -30% -response speed +40% Economic effect -reduction of damage from accidents -reducing downtime of enterprises -optimizing the resources of the Ministry of Emergency Situations. Strategic effect The project creates: A national digital Industrial Safety Map of Kazakhstan. This moves the Ministry of Emergency Situations from a responsive body to a predictive risk management center.

Purpose and description of task (project)

Creation of a national digital platform for digital counterparts of hazardous production facilities in the Republic of Kazakhstan, providing forecasting of man-made accidents, modeling emergency scenarios and decision-making support by the Committee for Industrial Safety of the Ministry of Emergency Situations of the Republic of Kazakhstan. The main task Move from: responding to accidents to predicting and modeling risks before they occur.

Note

This technical assignment has been developed for educational purposes and is a conceptual model of an information system. The implementation of the project does not require an industrial level of development, certification or integration with government information systems. The main purpose of the work is to demonstrate an understanding of the principles of digital platform design, risk analysis and the development of the Digital Twin concept in the field of industrial safety. The project is not an official development for government agencies of the Republic of Kazakhstan and is not intended for practical use without additional expertise.
