Vice Minister of Digital Development Aset Turyssov Discusses Digitalization of the Legislative Branch
During the international Digital Bridge 2023 forum, a panel session on "AI and Democracy, Data-Driven Governance" featured Aset Turyssov, the Vice Minister of Digital Development, Innovation, and Aerospace Industry in Kazakhstan. In his presentation, he discussed the digitalization of the legislative branch ("e-Parliament" and "e-maslikhats") with the aim of enhancing the efficiency of the legislative process.
"As part of the implementation of President Tokayev's directives, in April of this year, a joint meeting was held by the Ministry of Digital Development, Innovation, and Aerospace Industry, leading to the establishment of a working group. This group examined the current state of automation in the Senate and the Majilis of the Parliament of Kazakhstan. By the end of 2023, the plan is to transition to the Cloud Document Management System for the Majilis and Senate. Additionally, a module called 'E-zanghnama' is being developed, which will allow for the tracking, implementation, and development of legislative projects. Furthermore, in 2024, the plan is to scale the 'E-kyzmet' information system, automating the personnel processes of the Parliament. The Ministry of Digital Development, Innovation, and Aerospace Industry is continuing its work within the framework of the working group for the digitalization of the legislative branch," Aset Turyssov stated.
As a reminder, the Digital Bridge 2023 forum, the largest in Central Asia, took place in the capital of Kazakhstan on October 12-13. The main theme of the forum was the discussion of the role of artificial intelligence in the modern world: "Artificial and Human Intelligence: The Right Balance."
