How the CES ensures security and transparency

On the portal, suppliers compete with each other for lots. The security and transparency of procurement is the first thing that interests suppliers who participate in procurement on electronic portals. We tell you how the Eurasian electronic Portal differs from others in this regard, and how the security and integrity of purchases are generally ensured.

Until the moment of opening, neither suppliers, nor other competing suppliers, nor customers, nor portal administrators see price offers from procurement participants. If the suppliers had access to each other's price offers, the participants could spy on the bids and at the very last moment submit a slightly lower price and win the lot. Therefore, in order to eliminate unfair competition, the portal encrypts suppliers' requests. The price offers are not seen by the customer, suppliers, or even the portal developers themselves until the moment of opening.

After the purchase is completed, the official results are publicly available on the portal. Autopsy protocols, admission protocols, and summary protocols are available for download for all users of the portal. After summarizing the results of the quasi-public sector tender, the participating participants have access to each other's documents.

Unregistered users can view purchases, purchase price, who is the organizer and the customer. The portal openly publishes information about purchases and the results of the purchases themselves, which confirms the transparency of the processes.

The Eurasian electronic portal automatically detects dumping offers from suppliers. For example, a customer from the quasi-public sector published an announcement about the purchase of laptops in the amount of 5,000,000 tenge. The procurement rules establish that dumping is considered to be offers 15% lower than the allocated purchase amount. That is, if the supplier offers the customer a price below 4,250,000 tenge, he will have to pay the difference between his price and the minimum, which is not recognized as dumping. For example, a supplier submits an application with an offer of 4,100,000 tenge — he will have to contribute 150,000 tenge. The Eurasian electronic portal protects participants from unfair competition and increases the chances of bona fide suppliers to win the competition.

A dumping price is an artificially low price compared to the market price. If the supplier offers a dumping price, the other bidders lose the price fight. Dumping is used to conquer the market and in an unfair struggle to oust competitors from the lot.

On the portal, the supplier can contact the customer directly. For example, ask an organizational question or clarify a point in the technical specification. Quasi-governmental companies conduct preliminary discussions before the tender. During the discussion, suppliers ask questions about the announcement and provide comments on the tender documentation. As a result of the discussion, the customer makes changes to the documentation, explains the provisions or publishes a reasoned refusal. Thus, suppliers themselves participate in the adjustments and approval of the tender documentation.

Customers are required to respond to requests. All responses are also published in the discussion for the announcement and visible to all participants.

The Eurasian electronic Portal is the first among Kazakhstan's private procurement portals to receive an information security certificate. The certificate is issued by the State Technical Service of the National Security Committee. The main condition for certification is the fulfillment of all technical and methodological procurement criteria. During the portal's operation, there were no server failures or system downtime. The SES is a secure and honest portal for both suppliers and customers.

National companies, private organizations and subjects of natural monopolies carry out purchases on the Eurasian electronic portal. Customers purchase goods, works, and services from all fields of activity.
