Prejudices and myths have formed around tenders in Kazakhstan, which can become a stopping factor for new suppliers and those wishing to start their own business. Let's look at the popular myths to stop being afraid and take the first steps towards the world of e-procurement.

The main thing is to understand the basic procurement mechanisms and that the supplier is selected based on a competition. Otherwise, you are familiar with all the principles of customer relations. The processes are carried out as with ordinary clients: an agreement, an advance payment from the client (or as agreed), an act of completed work. 

In general, mastering a procurement portal is like mastering Excel or Word, it is not necessary to have a university degree or study business terminology. In fact, any companies participate in tenders: small and large, sole proprietors or LLP — it does not matter. Customers do not have the right to explicitly state that only LLP companies are allowed to participate in tenders. Suppliers decide for themselves which lots to apply for. They proceed from the purchase price and the volume of supply that they can handle themselves. But the fact is that sole proprietors and large LPS have the same chances of winning the tender.

Any company, when selecting a lot for participation, looks at the purchase amount and the volume of goods, works or services. The supplier evaluates whether it will be able to overcome the conditions of the lot and provide security for the application. If the purchase amount is too large, you can always find a cheaper lot. 

In addition, a number of second-tier banks provide electronic bank guarantees to secure the application. There are also factoring companies on the market that pay the amount immediately after delivery and charge a percentage for financial services. This way you have current assets and funds to cover current expenses.

Not true. There are purchases on any portals that are considered invalid. This means that the necessary number of participants has not been recruited for procurement and there are simply not enough specialists in some areas of activity. 

Even if your field is highly competitive, you can still find lots and successfully participate in purchases. Make the best price offers and offer better terms. Try different purchasing portals, you have no restrictions.

That's not true either. In quasi—public procurement, the Central Procurement Control Service operates on the Eurasian Electronic Portal. The CSCP monitors the procurement process and reviews complaints from suppliers. In specific cases, the service has the right to cancel the purchase and initiate an investigation.

In addition, on the SES, all price offers are encrypted until the moment of opening. This means that no one will be able to spy on and pass on the price offers from suppliers to others — this is technically impossible. No one sees the price offers: neither other suppliers, nor customers, nor even the administrators of the portal. Autopsy reports and outcome reports are publicly available on the portal. You will see who won the purchase and at what price, but only after the opening. Any corruption in the CES is technically impossible.
