Kazakhstan Launches Digital Nomad Residency to Attract Global IT Talent
Kazakhstan has introduced the pilot project Digital Nomad Residency, opening new opportunities for foreign IT professionals. The program aims to attract top global IT talent to work and reside in the country, becoming part of its rapidly growing digital economy.

The Digital Nomad Residency program is designed to bring in foreign specialists working in the IT sector. It offers a simplified process for obtaining a Permanent Residence Permit (PRP) in Kazakhstan.
To apply, foreign IT professionals must have an Individual Identification Number (IIN) and an Electronic Digital Signature (EDS). They can submit their application through the Astana Hub portal to obtain an official endorsement from the relevant state authority confirming their qualifications for an in-demand IT profession. The required documents include a copy of their passport, resume, portfolio, motivation letter, police clearance certificate, and a color photograph (3.5x4.5 cm). Upon review, the Ministry of Digital Development, Innovation, and Aerospace Industry of Kazakhstan issues an official letter confirming their IT qualifications and status. Following this, applicants must apply for pre-approval of their PRP through the eGov.kz portal.
To use the service, applicants need to:
- Log in to the eGov.kz portal and navigate to "Citizens" → "Citizenship, Migration, and Immigration" → "Foreign Nationals: Entry into the Republic of Kazakhstan and Citizenship."
- Select the service "Issuance of Permanent Residence Permits for Foreign IT Specialists in the Republic of Kazakhstan" and click "Order Service Online."
- Choose the Migration Police Department.
- Upload a copy of their passport (valid for at least 180 days from the application date) with a notarized translation certified by a Kazakh diplomatic mission, along with a digital photograph (35x45 mm).
- Attach the endorsement letter from the Ministry of Digital Development confirming their eligibility for an in-demand IT profession.
- Provide a legalized police clearance certificate from their country of citizenship or permanent residence, issued by the relevant authority.
- Complete all required fields, sign the application using an EDS, review and download the application form, and give consent for the use of personal data from government information systems.
- Upload the completed application form and submit the request.
- The application status will be available in the user’s personal account under "Service Request History."
The application review period is 45 calendar days. Once approved, IT specialists can travel to Kazakhstan and complete the final steps of the process at the Citizen Service Centers.

The project was developed through the joint efforts of the Committee for Public Services of the Ministry of Digital Development, Innovations, and Aerospace Industry of Kazakhstan, the Committee for Artificial Intelligence and Innovation Development, National Information Technologies JSC, the Ministry of Foreign Affairs, the Migration Service Committee of the Ministry of Internal Affairs, the National Security Committee, and the Autonomous Cluster Fund "Park of Innovative Technologies."
